3825 RAM/CPU

I have 3825 with around 15 percent of ram utlization however when CPU touches 65%+ tunnels start flapping .  I was expecting the router to run fine but looks like it gets overloaded , also when I do ssh its responce is slow and gets me kicked out after some time .

What is recommened CPU utilization for 3825 ?
