7206vxr doesn't detect PA-E3 card

This PA-E3 card works fine in another 7204 but gives error in 7206VXR.

We also upgraded the IOS from AdvIPServicesK9 124-15.T7 to 12.4(4)XD10.

Besides PA-E3 which we are trying to install, this device has:

NPE-G2

C7200-JC-PA

SA-VAM2+

NPE-G2 is not compatible with a number of Port Adapters. Please take a look at this Field Notice and verify if the Port Adapter is listed as compatible.

Already checked. PA-E3 is compatible and I am using an appropriate IOS.
