7600 vs. 6500

I have a project that I think the 7600 is a good fit for but Cisco Sales is pushing the 6500. My question is this:

Can the CAT65xx product in native IOS mode build 2 (or more) point-to-to point frame relay PVC instances over packet over SONET (POS - OSM-1OC48-SL+ - long-haul) and apply rate limiting to the individual PVC instances (as well as be a neighbor in an EBGP session)?

Cisco AutoQoS VoIP feature is supported only on these interfaces and PVCs:

Serial interfaces with PPP or High-Level Data Link Control (HDLC)

Frame Relay Data-Link Connection Identifiers (DLCIs)(point-to-point sub-interfaces only)

ATM Permanent Virtual Circuits (PVCs)
