837 and QoS - where to apply the service-policy

We are using 837 routers on DSL circuits with a PPPoA configuration. For the implementation of QoS in this environment, should the outbound service-policy be applied on the dialer interface (I have seen configurations which apply the service-policy under the pvc configuration)? PPP multilink with interleave will also be configured under the dialer.

We could do it under PVC configuration.The PVC VPI/VCI ranges are dependant on the cisco platform.Refer URL
