What I understand is you have given one up link from ISAP and using two routers at your perimeter network looke like... LAN-->L2 switch--> Two (R1 & R2) routers connected to this L2 switch and you have implemented HSRP for example.
In the above case if R1 is down then R2 will take over. If the link between your LAN to L2 switch failes then there will be no communication.
This is actually a pretty cool feature, i didn't even know it existed until I was looking for a solution to advertise a subnet (prefix in BGP talk), only if a certain condition existed. This is exactly what conditional advertisements does
