hi All,
We run OSPF between Alcatel and Cisco 3560. Cisco 3560 router is stuck in the INIT/DROTHER state. We capture packets from those two routers and find out that Alcatel router does not send Cisco 3560 Router ID back to 3560.
is there anyone know how to fix this issue?

It appears that the Alcatel router is not seeing the Hellos from the 3560.
Can you confirm that the two devices can ping each other ?

Yes, They can ping each other.

Could you confirm that the Cisco router is including the Alcatel router's Router ID in the Hellos that it sends ?
If so, there could be a problem with transmission of multicast traffic in the Cisco to Alcatel direction. Could you ping 224.0.0.5 from your Cisco box (on your ethernet interface) and see if you get a response from the Alcatel device ?

I am sitting on cisco 3560 router, and do " ping 224.0.0.5" I dont get any response from Alcatel router.
I also have a 3550, I put it in and it can form a neighbor with alcatel.
The difference in the Hello packet from Cisco 3560 and 3550 is that
On 3550: ...0....: (EA) Suppress External-Attributes-LSA Handling = False
On 3560: ...1....: (EA) Suppress External-Attributes-LSA Handling = True
do you know how to set it off.

The fact that a ping to 224.0.0.5 is not working seems to suggest that it is not an OSPF issue. You have to resolve the underlying issue of why multicast traffic is not getting to the Alcatel router from the Cisco 3560 router ? Have you got any config on the 3560 that filters out multicast traffic ? Could you post the config you have ?
BTW, the above difference in the Hello packet should not be an issue...

On 3560, I just config ip address on interface and ospf process, nothing else.
do you have any recommand on multicast issue?

I'm at a loss here.. Not sure what could be causing this ...
YOu might want to try a different software version on the 3560 just in case that is the issue...

If it is a multicast issue, can you force the neighbor in the OSPF configuration either sides and check ?
Or you can check this link for any more issues

I checked that link already. I put 3550 in place of 3560, same config. It works.
connect 3560 to other cisco router, it works.
is there anyone know about OSPF Opaque LSA or External-Attribute-LSA Option in the Hello packet's option field and how to turn on/off that bit.

Did you try forcing the neighbor to override multicast ?

Have you tried to manually define the neighbor. Use the command
neighbor
Check for an equivalent command on the Alcatel box and configure also.
I will also think that it is a multicast issue, I hope there is nothing like storm-control configured on the interface.

router ospf xxx
no capability opaque
or
router ospf xxx
capability opaque disable
