Are there options avaivable in the web interface of a Cisco 1232 AP running 12.3(8)JA2 that are not avaivable in the CLI?

I am not sure it is avaivable in the CLI or not but in GUI you can. According to the notes in the case you need to access the AP using the GUI. If this is a brand new AP, the first thing you would need to do is to connect to the AP using the Console port, meaning to use a Hyper Terminal session and assigning the IP address of the AP.
These are the steps for this:
AP# configure terminal
AP(config)# interface bvi 1
AP(config-if)# ip address A.B.C.D 255.255.255.0
AP(config-if)# exit
AP(config)# exit
AP# wr
Once you enter this using the Console connection you would be able to connect a crossover cable to the AP and access it using the GUI.

I agree with htarra, but from my experience a crossover cable is not necessary. I have used a straight-thru patch cable. Also the default IP on the AP should allow you to access without adding an IP address to it. 10.0.0.1 255.255.255.0
