Application of Service Policy

I recently applied a policy map to a WAN serial interface (service-policy output ....) and experienced the following:

Latency and then packet loss

The issue only resolved after I shut and then unshut the interface.  I have applied these many times before and do not recall running into any issues.  Anybody have an explanation for this?
