Are you buying what size of flash memory?

We are planning to deploy 2851 routers and for our WAN, T1 or DS3 running MPLS. We will get 1024MB RAM for this. Plan is to deploy video over IP/multicast in the next year.

Router comes with 64MB Flash. Do you recommend increasing flash memory to 128MB?How many years do you think IOS size is going to require 128MB flash memory?

The problem is that 64MB doesn't hold two images, so if you want to upgrade keeping the previous image in case you have to go back, default won't be enough. Solution, a $10 USB stick or a $30 CF.

Also, some IOS not so long ago have substantially grown in size, and 64 is no longer enough for some platforms.

Because off-the-shelf CF is very cheap, we have tested it in our 2851s and it's perfectly compatible. Of course Cisco doesn't support it, but it is used only during boot and saving...

It's up to you if you will use official memory or off the shelf, but if you are planning ahead, I would recommend getting 256MB or 128MB CF memory. Depending on your budget, and choice of official/3-rd party CF card.
