Why is it like this that Available Bandwidth on serial port port of router is 48kilobits/seconds even though on running command sh controller serial shows received clockrate as 64K.
This means that service provider is providing clock of 64..
Why this difference is there ?

Hi Aman,
That is the available bandwidth for the purpose of QoS reservation. By default, you can only reserve 75% of the bandwidth - and 75% of 64k gives you 48k.
However, that does not mean that the link operates at 48k. You will still get the full 64k from your serial link.
