WAN INTERFACE CARDS (WIC Cards) donot support ONLINE INSERTION AND REMOVAL (OIR) on the router. i.e whenever you have to insert a WIC card in the router you have to power it off and then power it on again.
No it is not necessary to go to such an extreme as to power down your router to attach or unattach your serial links. If you are concerned about any routing parameters that may cause an issue, then perform a shutdown of the interface then unplug the serial link. When bringing it back up have it in shutdown state attach the serial link then do a no shutdown to bring it up..
Amit gives a good answer to one question (dealing with on line insertion and removal of the interface card). Phil gives a good answer to a different question (plug or unplug a connection with the interface card in place). So we have different interpretations of what question you were asking. Perhaps you can clarify which was the question that you want an answer for.
