Weight and Local Preferencee affects outbound traffic flow while applied to inbound directions,,Why Applied to inbound direction??
MED and AS_Path affect inbound traffic flow while applies outbound direction!! Why Applied to outbound direction??

This is because you apply these attributes to the prefixes coming in from your preferred ISP peer. This is you choosing what ISP you want to choose when you are multihomed
MED and AS_Path affect inbound traffic flow while applies outbound direction!! Why Applied to outbound direction??
This is the other way around. This for the ISP to choose your entry point into your network.
Put this way, lets say you want to go shopping, you choose the path which suits you . This is applicable to your first question.
But lets say you asked for the items to be delivered, you tell the delivery boy the preferred/best path to come to your house. This is applicable to the second question.
