BGP failover - three ISP and three routers

Dear All,

We are looking for eBGP / iBGP redundancy(traffic failover between three Different Links with three routers (from two service providers). Point to note is We have two locations separated by geography where in at Location-1 we have two ISPs (ISP1 and ISP-2).

At Location-2 we have only ISP (which is same as ISP-1 at location-1).  

On eBGP, We have advertised 02 X /24 owned pools on both ISPs at Location-1 (10.10.30.0/24 & 10.20.30.0/24) and 01x /24 Pool at Location-2 ISP (10.30.30.0/24).  

As of now At Location-1 ,  Failover on eBGP/iBGP level has already been configured and working (for two pools), i.e In case of failure of either ISP at location-1 ..traffic shifted on other functional ISP link. configuration has been attached for reference.

Going further , In order to establish high level failover redundancy, we would like to configure BGP in such a way so that in case of failure of both ISP-1 and ISP-2 links at same time at Location-1 all traffic destined to Internet(ISP) from Location-1 should follow Location-2 ISP.

Proposed plan is :-

1. We have to advertise Location-1 pools (10.10.30.0/24 & 10.20.30.0/24) at Location-2 ISP also.

2. New link between Location-1(Router-B) to Location-2(Router-C) for iBGP.

3. BGP configuration should ne influenced at all three routers.

Stucked with BGP configuration, requesting help to suggest & achieve the requirement.
