I would like avoid the pvcs get down when there is a lack of bandwidth.

I use UBR shaping.

Is it safe to implement this feature in live network?

When provisioning ATM PVC's consider the following questions .Do you need to provide bandwidth guarantees for your users?

Do you need to provide bounds on delay and cell loss?Disadvantage of UBR is It does not guarantee cell delivery.So retransmission occurs.Plan the PVC's accordingly.
