I could have sworn I saw, what appeared to be a "rate" or "limit" config command that looked similar to CAR the last time I was inside an 851 router. I do not have access to one now, but I am trying to verify for a customer that the 851 or 871 can do some sort of rate limiting. I've been all through the 851/871 docs and haven't seen any specific commands regarding QoS, CAR, etc.

I agree the product documentation or software configuration guide for 870 Series router doesn't show support for CAR/policing. But, the software advisor tool shows CAR is supported on 870 series router.
The following IP Services IOS supports CAR.
c870-advipservicesk9-mz.12.4-4.XC6
BTW, 851 doesn't seem to support CAR/policing.
