Cannot apply a service policy to a multilink interface or VTI tunnel

My policy map

class-map match-all VOICE_GRADE_LOW_LATENCY

match ip dscp ef

class-map match-all SIGNALING

match ip dscp af41

policy-map QOS_outside_outbound

class VOICE_GRADE_LOW_LATENCY

priority percent 20

class SIGNALING

bandwidth percent 10

class class-default

bandwidth percent 70

int mu10

bandwidth 4632

ip address 1.1.1.1 255.255.255.0

ppp multilink

ppp multilink group 10

ip route-cache flow

I get the following message when entering

service-policy output QOS_outside_outbound

I/F Multilink10 class VOICE_GRADE_LOW_LATENCY requested bandwidth 20% available only 15%

When I try to put it on a tunnel

tunnel mode ipsec ipv4

tunnel protection ipsec profile1

Class Based WFQ not supported.

Any comments?
