Cannot save running config

I have a 1720 and a 2600 that I had to perform password recovery on. Now I cannot save the running configuration. Every time I reset the routers it wll prompt me to do the initial configuration.

When you performed the password recovery you would have changed the config register to 0x2142 and you mayn't have reverted it to the default setting of 0x2102. Access the router CLI, set the config register to 0x2102 from the config mode and the router should start using the config in NVRAM at next reload.
