Checking E1 interface

I have a cable modem that connects to an 831 router. The modem is not seeing the router. The cable company changed out the router, but still having the same problem. The E1 interface shows "not assigned". Is there a way I can test to see if E1 is functioning properly.

Everything work fine on Friday and there have not been any changes made to the network.

I am sure you have done this already, but just in case:

I know from experience that cable modems remember the MAC address of the device that was plugged in when they assigned the IP address (maybe someone can give a technical explanation).

When you change the router or plug your PC directly into the modem, you have to power-cycle the modem.
