Cisco 3825 Fault-Tolerant Booting Strategy failing

Hi

I am currently trying to configured a cisco router to tried to boot the ios from flash first and if the flash fails then use a tftp server.

I configured the devices with the following boot statements

boot system flash:c3825-adventerprisek9-mz.124-25e.bin

boot system tftp://1.1.1.2/c3825-adventerprisek9-mz.124-25e.bin

I also tried to configured the tftp this way

boot system tftp c3825-adventerprisek9-mz.124-25e.bin 1.1.1.2

When I tried to test this, I deleted the file from flash but the router never boots with the tftp server ios.

This is the error

boot canot load "tftp://1.1.1.2/c3825-adventerprisek9-mz.124-25e.bin"

I know there is IP connectivity and If I only perfrom 1 boot command the tftp one. The router will boot from the tftp with no problem. I also tried to change the config-register to 0x010F but no luck.

I don't have any experience with booting to a TFTP server but how about booting to a USB stick instead?
