client download files too slow

hi,all

I have  a cisco 3825 , through the router on the internet. Today, A client download a file with IE, it too slow , about 20 KB/s and stop.But I used the download tools or another browser,such as Chrome Firefox, It's OK   about 1MB/s.

this router config a PAT and staic route .This configuration is very simple.

When I reload the router, everything is back to OK.

the router IOS version is 12.4(13r)T,

what's happend to the router ？ the version has bugs？

If you reboot the router and everything started to work fine, then I recommend you consider upgrading the IOS.
