I set the Date and Time on my router and then as soon as I reload, or power off and on, it comes back saying 16:00 PST Feb 28 1993. Any suggestions?

Depending on the model of router this is the expected behavior. Some of the routers (generally higher end) do have a clock chip that maintains correct time through a reload. Some of the routers (generally lower end) do not have a clock chip and do not maintain time through a reload.
Probably the best suggestion is to configure your router to run NTP and to learn time from some other device.

The specific router I'm working on right now is a 2621. It has been replaced with a 2811, and as I was configuring it as a backup, I noticed the clock resetting.
