Does anyone know how does Cisco router

detect reachability of the static route's next hop?

Victor,

If the next hop is through a directly connected interface, the router will keep the static route in the RIB as long as the interface is up, regardless whether the next hop is reachable or not.

Please refer to the following feature, which can be used to track the availability of the next hop.
