Dialer interface

Hi every body

in our network we have router 2500 series , we did not use its ISDN interfaces althought ,when i use

# sh interface dialer 6

interface is up , line protocol is up

no of input packet is 0 , out packet 0

so i just ask how can i shutdown this interface , as when i tried to do that i received message

# is not allowed to shutdown the interface as there is no rotary group #

really i did not apply any new configuration ,how this interface become up ,is taht type of attack

please give me your advice
