What is the limit od dialer map's on interface? Can I 400 of them?

Yes. Note, dialer map is only for outgoing calls. If you are using a central router to receive ISDN calls for back-up from branches, you don't need dialer map.

but dialer map can also handle incoming calls. what other technology would you recomend for handlink incoming 400 locations?

Hi,
My point is that to receive calls, is not necessary to configure dialer map, because the router will create a dynamic dialer map when it receive the call. This is due to IPCP in PPP.
Of course, if you want to be able to generate the call, you will need dialer map statement.
