distribute static route with tracking

I would like to set up a static route to be distributed into OSPF based on the reachability of a particular remote IP Address.

The route will be distributed by my Internet edge router into OSPF on my ASA5510, then advertised into inside OSPF from the ASA.

If they are not available, the static route is not distributed and a less desirable route takes over in another location.

The remote IP Address is sending ICMP packets to a static NAT on my ASA5510, as a reachability check to see if we are alive to them.

Rather than also do my own reachability test to them,  is there any way for me to use the packets they are sending to me, as verification they are reachable, and use that to populate the route table with the static?

Also, can I set a dead time to prevent flapping? For example if they are dead for five minutes, remove the route?
