Hi,
The only time broadcast model works in NBMA is when all the routers are fully meshed , why is it so ? why not in partially meshed with DR/BDR ?

One of the basic assumptions of the broadcast model is that a router can send a packet and all other routers in the logical segment will receive it (there is no need for any router to forward any packet to get full coverage). That assumption is true in NBMA with full mesh but is not true in partial mesh.
To understand the impact of this consider a situation where a network is NBMA with partial mesh. The router which is elected DR needs to send updates to all its neighbors. But in partial mesh the DR may not have a connection to all the neighbors. Therefore the requirement that the DR be able to communicate with each neighbor is not achieved.
