How to setup the E1 WAN for data only with cisco 2951 routers and 2-port 3rd Gen. MFT E1 cards?

You'd need to provide a lot more information for a meaningful answer.

Are you using IPv4 or IPv6 on the network?

Figure out what transport protocol your going to be using, is this a fully meshed WAN link? Hub and Spoke? Point to Point? What routing protocol are you using? EIGRP? OSPF? BGP?
