On a typical hub-and-spoke frame relay network, what is best practice to summarize? all remotes are stub networks, central hub is where all services are located, do I eigrp summarize at the physical serial interface in the hub or do I need to do this at each subinterface (point to point) in the central hub? my goal is to eliminate EIGRP SIA messages.

If you decide to summarize then it has to be done on every p-t-p sub-int. But, that wouldn't solve your problem of SIA routes. If you want to eliminate SIA routes and efficiently configure EIGRP in a hub-and-spoke network then configure all the remotes as eigrp stub routers. Of course, that would require change at all the remote sites and involves downtime as well.
