MPLS is a technology ,. It has nothing to do with the EIGRP. You can use the eigrp as PE-CE.

MPLS uses the routing table i.e. FIB to creates its label table LFIB. In this manner, it works any routing protocol.
However, for MPLS Traffic Engineering, it needs to have a view of the whole network. This is only possible with Link State Protocols. To therefore deploy MPLS Traffic Engineering, you have to use either OSPF or ISIS. EIGRP is not supported as IGP for MPLS TE.
In MPLS VPNs, Cisco now supports EIGRP as a PE-CE protocol. This was initially not supported.
