External IPs for Disaster recovery

Due to the nature of business we have more then 100 Public External IPs, just wondering how to setup at Disaster recovery site with duplicate External IPs.

Ff you have AS and/or bgp peering ,

you can announce your networks over multiples sites, with different metrics.

I am not sure if site to site VPN solution will work? instead of BGP.
