Hello,
the meaning of FECN (Forward Explicit Congestion Notification) in FR is, that a FR device reports an overload situation. It will then mark the FR frame experiencing this congestion with FECN bit. So it might simply mean, that your SP has an overbooked network, or that you are sending more traffic than your CIR would allow.
In case you are sure that you are within your traffic limits I would advise you to talk to your SP about it. Realistically they will not really modify their backbone, but rather turn of FECN bit setting and propagation towards your router.
In case you burst too much, configuring FR traffic shaping on the routers could help.
