Guess the best thing to do was post the conversation here so that this person may read it here.

Q: I have a remote T-1 link that services about 10 users and goes through and ISP. The end users complain of no ability to upload files when sending emails over 100kb. I did a test using a website and it shows that the upload speeds are approximately 40kbs and the download speeds are 1000kbs. This upload problem occurred once our CISCO PIX515 was replaced with an ASA 5540 to create an IPSec tunnel. I was wondering if you could give me any tips on how to test and troubleshoot the problem, or any ideas on what the problem might be.

A: From your explanation that this problem started when you replaced a pix for an ASA I get a hunch that the vpn tunnel might be misconfigured. Your upload traffic might be routed over the vpn as a result.

If this is not the case, the T1 is likely overbooked in the upstream direction. Check the small-print on your ISP's contract to verify your upstream bandwidth.
