Normally, it should be listed in LOCAL.
LMI is increaing in sh int s0/0/0
show int s0/0/0 showed DTE LMI is up
LMI enq sent 138, LMI stat recvd 138, LMI upd recvd 0, DTE LMI up
LMI enq sent 151, LMI stat recvd 151, LMI upd recvd 0, DTE LMI up
I entered frame-relay map, nothing appeared on screen.
Is this a layer 2 problem or layer 3?

Hi,
Your PVC is up and active, also LMI status messages are exchanged between DTE & FR-Switch.
Pls check your layer 3 config (Mapping , Ip addressing).

Today, telco fixed the problem. They tested LMI is up a few day ago, said it was my equipment, but we escalated the ticket to telco again, they reset the service-module, their equipment was not able to send LMI. My router showed up/down and DTE LMI down. They think the service-module has a glitch. Now, my DLCI is LOCAL. Problem resolved.
