Frame-Relay Issues with Redudant T1's and OSPF

Hello,

We having an interesting issue going on with our circuits and I'm curious how others are dealing with it. The problem is with our T1's taking errors from the carrier and causing issues with our application. In our setup we have Redundant T1's and a cost on one of the circuits. Is there a way to have the routers switch what circuit they use by a calculation from the latency or errors on a frame circuit? Would this be a case where you would use Policy Based Routing (PBR) or a backup command?

We are using Cisco 1841's with Dual 56K cards. The bandwidth on these circuits is very minimal.

The application seems to freak out when an issue happens on on circuit and starts flipping back and forth. Could RMON or an automation process turn a interface off if there is too many errors on it?
