Frame Relay Traffic Shaping - "Multilink"

The transmission set up (satellite) is HUB-Spoke ,with all the spoke sites receiving at the same frequency (outbound channel) and with a dedicated return channel. From a network point-of-view the different sites have their own sub interface with a dedicated dlci (se attached config). The question is how can I set up FRTS to both give the different subinterfaces/dlci a CIR and be able to burst if there is bandwidth available. If the frame-relay class-map is applied to the physical/main interface there is no way to guaranty a CIR for each DLCI, and if the frame-relay class-map is applied to the subinterface the rules out the possibility to burst. Is there a way to solve this?
