Frame Relay Traffic Shaping - Shaping Inactive?

I've turned on Frame Relay traffic shaping, but it is still inactive even though it looks like I'm getting BECN's:

I am not 100% sure about this, but can you try and apply the class under the DLCI ?

interface Serial0/0.37 point-to-point

description Frame Relay to Healthpoint

bandwidth 128000

ip address 10.1.4.3 255.255.255.0

no ip route-cache

no ip mroute-cache

frame-relay interface-dlci 37

--> class GHS128K
