Hi,
We have two datacenters one in east coast and the other in west coast
We are peering with two major ISPs in each location
We want this datacenter to load balance incoming traffic geographically
How can I ensure, the east coast customers reach the East coast Data center and the west coast customers reach the West coast DC

Inbound routing policies affects outbound traffic
Weight & Local-Preference
Set inbound
Affects outbound traffic
AS-Path & MED
Set outbound
Affects inbound traffic
Consult with ISP before implementing routing policies !

I would recommend you to use devices such as GSS Cisco 4492R would allow you to configure the proximity to Location based on few criterias
