Getting an error when trying to create a "scheduler aaa-authentication username"

When I try to configure a "scheduler aaa-authentication username" on a Nexus 7009 I get the error "User is not a remote user."

I am not using a TACACS or RADIUS for authentication. I am trying to authenticate locally with a local username.

show aaa authentication 

         default: local 
         console: local 

 

show aaa authorization

         pki-ssh-cert: local
         pki-ssh-pubkey: local

 

show aaa accounting

         default: local

Any ideas on what I need to do?
