good design if MPLS CE will do DHCP,DNS,MoH?

Imagine MPLS network I need to maintain is for voice only.

Hub data center has CUCM 8.5 and it currently had DHCP, DNS appliances. Connections in the data center hub and all branches run ds3 to MPLS provider.

Then new  3 branches should be created. Two branches have 1700 Cisco ip phones each. One branch has 400 ip phones.

If I have to provide dhcp and DNS for the ip phones in the branches, is it a good design if run dns, dhcp and also music on hold (flash) on the MPLS CE routers 3925 on each branch? Note that each Branch will also have a 3945e for srst function.

Politically it could be better if I avoid using dhcp and DNS from the hub. But also given the large branch size I thought it makes sense to setup dns, dhcp and MoH as close as possible to the branches.

Please let me know your thoughts.
