High CPU in 7600

In one of 7606 router we have 86% CPU usage.

Below is summary

CPU utilization for five seconds: 85%/83%; one minute: 85%; five minutes: 85%

My question there is no individual process is eating the cpu but it is showing 86%.

Any suggestion.

What the stats show is a processor very busy forwarding traffic. Which sup is the box? Any fabric, fabric cards and/or cards with DFCs? Any idea of the overall bandwidth being pushed? (W/o DFCs, even a sup720 or rsp720 is rated at about 15 or 30 Mpps.)
