How does 'neighbor X.X.X.X maximum-prefix' work?

Hello,

I wonder, how 'neighbor X.X.X.X maximum-prefix' works in detail. Does the receiving router count the number of prefixes after applying all inbound policies (route-maps, distribute-list etc.) and after BGP loop detection? Or before?

Any feedback appreciated...

The maximum-prefix command applies to prefixes that make it through the inbound policies (including bgp loop detection obviously).
