I see that most Cisco Routers have a recommended user specification but I cannot find one for the 1941W, does anyone know what the recommend (maximum) user rating is for this router?

Number of user does not matter, can be 1 or 1000.
What matters is you internet circuit speed, that you have not mentioned.

Alhough small router datasheets often suggest a model for some number of users, they are really sized for the bandwidth that might pass through them. For example, just two hosts with gig between them might require a ASR1K to support that much bandwidth (NB: normally we would use a small switch, perhaps L3 capable, for a situation like this). For a fractional T1, you could have thousands of hosts using a router even smaller than a 1941 (hope those thousands of hosts don't do much across that fractional T1).
As to wireless, it to depends much on bandwidth being supported but often the controller might have a logical host limit (sometimes controlled by usage license). I.e. for the former something like 801.11b wouldn't require a very power network device, 801.11n requires a more powerful network device.

This is where the problem arrises , the connection speeds can vary depending upon the customer, I was looking for a "guideline" of sorts of what the device is capable with the follwoing minimum parameters.. And this would be for the wired users not the wireless.

100Mbit Switched LAN – Workstation LAN Access
Gigabit Switched Backbone LAN (Required)
Permanent High-Speed Internet Connection w/ Static IP

As with most things the answer is "it depends".
What kind of traffic are you looking to support (data / voice) and is latency an issue?
Are you planning to use any advanced features (IPSEC / NAT / QoS)?
You mention that you will have a minimum 512Kb WAN link - if this is typical then this will be bottleneck in your design, not the router itself.
