With the ISR products I have noticed that there is no support for the NM-4FE. Can the HWIC-4ESW or NM-16ESW be used for the same purpose by VLANing each port into its own VLAN and assigning a subnet to each VLAN?
Thats exactly how it works. It looks like you put a switch in the router. It will not take the NO SWITCHPORT command so you must define vlan interfaces.
