F - Forward explicit congestion notification
B - Backward ...
So F is related to congestion in the transmitting direction, while B in the receiving direction.
In is how much you have received, out, how much you have transmitted.

I would like to read more detail on FECNs and BECNs. Would you or any reader know of a whitepaper or text that might get into more detail? My Odom CCNA Certificaton Guide doesn't get into any details.
For instance, what at the origination DTE causes the Frame-Relay DCE to turn on the FECN bit? When the receiving Frame Relay DCE receives a FECN, does it turn on the BECN bit for the receiving DTE? Not sure that's quite right, however... Thanks for all pointers.
