a company has three sites in three different cities , each site is Dual-homed to an ISP in its city, is there any way to interconnect the three sites by using the BGP Protocol and the same ASN Number?

Hi
Yes, you could if you have dedicated links, other ways could be talk with the ISP and create a MPLS L3 infrastructure or to use L2VPN like VPLS or HVPLS.
Hope it is useful

Hi
In this case you should talk with the ISP to provider or use dedicated links.
