interface fallbacks and buffer tuning

I am investigating delays on a network and suspect a router might be over-taxed. This is also a fairly secure network with a lot of overhead and encryption. The following is a snippet from the show buffers command:

Public buffer pools:

Big buffers, 1524 bytes (total 55, permanent 50):55 in free list (5 min, 150 max allowed) 134357 hits, 224 misses, 284 trims, 289 created

31 failures (0 no memory)

Interface buffer pools:

Ethernet0 buffers, 1524 bytes (total 32, permanent 32): 8 in free list (0 min, 32 max allowed) 69601 hits, 82816 fallbacks

8 max cache size, 8 in cache

The failures in the Big buffers of the public pool is a small percentage of the number of hits and probably didn't effect performance, but how do I gauge the percentage of fallbacks on Ethernet0 in the interface buffer pool?

This on a 2500 model router v12.0(27), 6 days uptime.
