Internet Router sizing through bandwidth

I am having internet router 2811 with 45 mbps internet link now i want to up grade internet link up to 100 mbps as well as the router.

Cisco 2951 ISR router support WAN Performance up to 75 mbps and 580000 pps (64 bytes)

Cisco 3925 router support WAn Performance up to 350 mbps and 833000 pps (64 bytes)

Does it mean cisco 2951 will not support 100 mbps internet link but as per PPS calculation it  shows 2851 will support that much bandwidth.

Its confusing matrix

Cisco 2951 G2 can support around 296M
