I can not say for sure. IGMP State Limit limits the number of joined groups on an interface or globally per device, while the multicast rate-limit was supposed to drop packets from multicast streams if their amount exceeded a predefined threshold. In a sense, the multicast rate-limit behaved like a traffic policing specifically applied to selected multicast streams. The IGMP State Limit does not directly limit the amount of traffic flowing to a particular multicast group.
