IP SLA track not own interface

follow this diagram

R1 ---Link1--- R2 ---Link2--- Internet

I want to track interface up/down Link2 of R2 but i can only config at R1. How can I do.

sla icmp echo the interface or external router from R1

There may be a way to do it with ip sla responder too but not sure 100%
