IPSLA & PLICY BASE ROUTING

HI,

I have configured ipsla on my both routers(R1 & R2) to track the route (for link failure). my primary link has subneted 1.1.1.0/30 & secondary link has 2.2.2.0/30 subnated. i have connected l3 switch to my router 1 through l3 port with 191.17.1.0/24 subneted  switch has configure 4 vlans(10, 20, 30, 40) .

Between L3 switch & router-1 what should i use static route or dynamic routing. how to configure policy base routing for sending the vlan 10, 20 through primary link and  vlan 30, 40 through secondary link if any link goes down, all vlan (10 to 40) should be go through remaining backup link.

every think should be work with ipsla.

Please assist.
